Flock Off Goes Airside

In the second of a new series Simon King spends time on the road with Jamie Naylor and Pete Bowers-Davis, the owners of Integrum Services

THE FIRST JOB

    On an overcast day at the end of July, I met Integrum co-owner Jamie Naylor at Heathrow Airport, and headed to the first job at one of the airside tower buildings used by British Airways: clearing debris to enable telecoms engineers to come in to work on the network. The scale of the job was significant. “There was loads of old office furniture, chairs and a mixture of metal and wood, that we had to take apart and separate, to waste disposal or waste scrap,” Jamie said.
    Pete Bowers-Davis added that 14 tonnes of waste was disposed of. First, carpet tiles were removed to create an open space to work in. Staff had to move tables, chairs, desks, filing cabinets and break it up to move it.
    “This office was packed from end-to-end – we put fans in place to generate the air flow,” Jamie said, “and you couldn’t do more than two or three hours work at a time. We spread the work out over a period of about four weeks.” Jamie said that the work was costed to be done in two phases.
    “Phase one is everything that we’ve done,” he said. “Phase two has been costed and we’ll get the go ahead and get it done – I’m not 100% In the second of a new series Simon King spends time on the road with Jamie Naylor and Pete Bowers-Davis, the owners of Integrum Services sure when the second phase will start.”

    The BA building was last fully operational in the early 2000s, judging by the age of the paperwork, Mr Naylor said.
    “The paperwork that we found went as far back as the late 1970s and early 1980s,” he added. “The client is over the moon with the work that we’ve done.”
    Jamie said that during the clearance, there was evidence of bird activity and there was evidence of rodents, but not anything current.
    Jamie said: “The birds were an issue – we could hear them nesting up in the cable trunking, but that was fairly easy to deal with.”

THE SECOND JOB

Inside one of the massive BA hangars, Jamie and I climbed up to the walkway at the top, where the Flock Off system was installed recently.
    Jamie said: “This corner was one of the worst affected parts of the hangar and deemed to be an ideal spot for a trial.
    “Pigeons are used to this area. They’re fairly undisturbed and it’s high up and tucked out of the way. Everywhere else within the hangar, they will sit on some of the open beams.”
    The Flock Off system is mounted on top of rolled steel joists (RSJs).
    Explaining how the Flock Off system works, Jamie said: “When birds fly near, Flock Off disrupts a key protein in their bodies used to navigate. This momentarily halts their ability to judge speed, direction, and distance – and the simply can’t land.”
    Fouling was cleaned up with a mobile jet wash and Jamie conceded that it takes up a lot of time and it’s not always easy to keep on top of.
    “With the introduction of Flock Off, there was a fantastic reduction in the amount of fouling below,” Jamie said.
    “The impact was fairly instant, and the client is considering rolling out to other parts of the airport.”

    Jamie said the install itself is fairly straightforward using magnetic base mounts.

    He added that other areas of the airport have been highlighted for trials. Integrum Services is also starting to receive leads direct from Flock Off.
    “I’ve got one to go and look at down in Devon at a holiday park,” Jamie said, “and Pete’s been dealing with an install that’s on the verge of going ahead for a big apartment block on the Thames in London.”
    Jamie said that one Flock Off system will cover approximately 130 linear metres.

SOLAR PANEL PROOFING

    Jamie said that solar panel proofing work takes Integrum Services “all over the place”, although the business aims to stick to a maximum of two hours from the office.
    “We do an awful lot of jobs for solar panel company Switched, and local authority work, and we have a five-year relationship with the Raven Housing Trust.
    “The biggest one we had recently was for the Settle Housing Group for solar panel proofing at 79 houses in Hertfordshire; we went through the tender process and won the tender. Our office team managed it superbly. It couldn’t have gone any better from making contact with the residents and keeping them informed.
    “It was fairly plain sailing from the perspective of dealing with the actual client, dealing with some of the residents on the other hand right was a whole different kettle of fish.”
    Jamie said that Settle Housing Group has already booked in another 10 solar panel proofing jobs and is going to drip feed work through for the rest of their financial year, until it has a new budget for doing a second phase, in a large batch again, next year.

“We’re contractors for every major facilities management company in the country”

    In another area of the airport, Pete is about to start a cleaning job, removing bird fouling from the floor of a hangar – and he claims the company does the ‘biggest fouling cleans in the country’.
    Pete has recently started using social media to highlight the company’s work, with one video on TikTok titled ‘How we clean aircraft hangars’.
    “With social media, I do wonder if we’ll attract younger people to come into the sector,” Pete said.

RECRUITMENT CONUNDRUM

    Pete said that with a large percentage of people in the industry nearing, or beyond, the retirement age, the industry faces a major challenge.
    Jamie said that anyone that’s got a degree of aptitude and is pretty good at pest control, ends up starting up for themselves.
    “If you’re a one-man band, or you’ve got a couple of people working for you, the decent guys are making a go of it and there are also a lot of journeymen, who go from company to company,” Jamie said.
    Pete continued: “There’s always going to be a market for cheap in and out pest control. Everyone said to us, when we started out ‘you’re two blokes having a go’, but we’re contractors for every major facilities management company in the country. We’re at the point now where we really need to be strategic in managing the business.”
    In August, Integrum Services hired a business manager, but Pete ands Jamie concede it’s difficult to recuit ‘guys on the road’ and they have also had to turn work down.
    “We can’t be in all these places at once,” he said. “Ideally, we’re looking for someone that is trained and can hit the ground running, or someone that is untrained, but willing to learn.
    “We’ve had someone phone up and say, ‘I’m really interested in the job, but basically, I want £40,000 a year minimum’.
    This year, every Integrum Services technician has had a pay rise.
    “It’s cheaper than losing them and then trying to find someone else,” Pete said. “Being finalists at the National Pest Awards will give us more exposure as a company – staff can have a blowout, with a day off the next day.”

Leslie Wescott: “When you discovered you had a protected bird species nesting on your structure, what was the process and procedures you had to follow in regards to the Ohio Department of Natural Resources?”

Lafe Schneider: “Red-Tail Hawks are protected under the federal Migratory Bird Treaty Act. Consequently, we were unable to disrupt their habitat, which happened to be located on one of our billboard structures on the catwalk. Removing the hawk or its nest was not an option for us.”

Leslie Wescott: “Did you try alternative bird deterrent solutions prior to Flock Off? If so, were they successful?”

Lafe Scheider: “We reached out to several pest control companies, but they were unable to take any action due to the bird’s federal protection status. Unfortunately, our attempts to find alternative solutions were unsuccessful.”

Leslie Wescott: “How much revenue did you lose on this particular location due to the Red-Tailed Hawk nesting on your structure?”

Lafe Scheider: “We lost over $26,000 in revenue on this specific structure due to the Red-Tailed Hawk. In April of 2022, the client requested a repaint, and when my operations team attempted to install the vinyl, they faced difficulties and could not proceed due to the presence of the hawk, posing safety risks. Unfortunately, we had to cancel the contract until we were able to find a solution to this issue. The board lost revenue for 12 months until we were able to install Flock Off.

Leslie Wescott: “Did you have any concerns or apprehensions about purchasing your first FO unit? If so, what advice would you give other IBO’s facing a similar situation?

Lafe Scheider: “I did not as I was very confident that the Flock Off product would be successful. We found that the hawk moved to a different area immediately. We also installed the unit before the hawk could lay eggs which would cause further delays.”

Leslie Wescott: “Would you recommend Flock Off to anyone in the industry facing similar challenges?

Lafe Scheider: “Absolutely. I will purchase units in the future if we ever come across this unique scenario again!!”

Flock Off has generated quite a bit of interest in the OOH industry with their humane solution to stop birds from landing on structures.

Leslie Wescott is the VP of Sales-OOH for Flock Off and she shares about the Flock Off solution and why operators need to be aware of the Migratory Bird Treaty Act.

Let’s start with a simple question. Why should I be concerned about birds on my structures?

Birds on structures can present multiple challenges for billboard operators. They are known to cause serious damage to the asset in many different ways. They will poke holes in vinyl copy and use vinyl pieces to nest. If the birds find their way into the head-plate, that potentially can turn into a very expensive problem to fix. Their feces are also highly acidic and will cause serious corrosion over time, shortening the life span of the asset greatly. Pest birds will also require recurring maintenance and cleaning costs that add up quickly, as well as create safety hazards and risk for billboard operators and employees.

Billboard operators also need to be very aware of the Migratory Bird Treaty Act when it comes to protected birds. The MBTA is a federal law enacted in 1918 that is designed to protect wildlife and conservation of migratory birds in the U.S.

Why is it important for billboard operators to be aware of the MBTA?

It is a well known fact, birds find billboards and other elevated structures to be extremely attractive nesting and roosting platforms. Failure to abide by the rules and regulations of the MBTA can result in criminal penalties, including fines and imprisonment. Enforcement of the MBTA falls under the jurisdiction of the United States Fish and Wildlife (USFWS), which is responsible for implementing regulations, issuing permits, and investigating violations. In addition to these federal protections, some states may also have regulations in place protecting certain species.

What are the rules and regulations of the MBTA?

Under the MBTA, it is illegal to pursue, hunt, take, capture, kill, possess, sell, purchase, transport, or export migratory birds or their parts, nests, or eggs without appropriate permits. The act covers over 1,000 species of migratory birds, which include the Osprey, Red Tail Hawk, Turkey Vulture, and many others common to be found nesting and roosting on billboards.

What happens if you have a protected bird nesting on your structure?

The MBTA prohibits the disturbance, destruction, or removal of nests, eggs, or birds protected under the act without the appropriate permits or exemptions.

Appropriate authorities should be contacted, such as the local office of the United States Fish and Wildlife Service (USFWS), or state wildlife agencies, to report the presence of the protected bird nest. They can provide guidance and help assess the situation on how to proceed in compliance with the MBTA.

In most cases, authorities will advise leaving the nest undisturbed until the birds have completed their nesting cycle. This is known to greatly affect any planned maintenance or construction in order to avoid interfering with the nesting birds during these critical stages.

How can billboard operators avoid losing revenue due to birds on our structures?

They can take preventative measures by implementing an effective bird deterrent solution that can humanely prevent birds from landing and nesting on their structures.

Mike, what’s the company’s history?

How did you get involved with out of home advertising?

Through regional connections with Clear Channel Outdoor, we deployed successful installations (customized for outdoor through easy removal and install, to address the ever-changing sign faces) on billboards in Arizona and Nevada and are expanding geographies and making inroads to additional outdoor advertising providers every day.

How does your technology work?

Our technology affects bird migratory physiology.  It causes the birds to physically RELOCATE themselves away from billboards and other structures.  We do them absolutely no harm and the system is nearly invisible to humans, requiring no archaic solutions like spikes, nets, sounds or effigies. There’s a new technology that is winning over the OOH industry…

I recently was asked if I had heard of Flock Off… after a sharp sarcastic laugh, I realized it was a serious question. Flock Off is a company that has recently combined newly discovered science and their proprietary technology, to safely and humanely stop the birds from landing in any area protected by their technology. See below for highlights of my interview with their CEO, John Smalley.

William: First things first, how did you decide on the name Flock Off?

John: Honestly, we knew we had an opportunity in front of us to really change the way that birds were being handled by combining science and technology. The level of frustration that we were seeing from multiple industries on the existing solutions was crazy high. The name came about while I was at a baby shower with a bunch of friends I went to college with as I was telling them what it did and how many problems birds were causing. For the sake of keeping it classy, I will leave it there…. I can tell you that I had multiple marketing people tell me that it was too risky but when you are trying to challenge the way things have been done for 75 years, I think you can afford to have that as part of your strategy.

William: How important is the humane part?

John: To us it is very important. The University of Arizona recently performed an Efficacy Study on the Technology. Not only did they show that it is extremely effective, they showed that it does no harm to humans or birds. Our mission is to Lead the World in Innovative Pest Control. Birds are a major issue for business, population health, and the employees who work around them. The days of trapping, using poison, spikes, nets, or other methods are outdated via our advancements with science and technology. A recent poll showed that 75% of consumers would hold a brand accountable if they had access to more environmentally friendly options but didn’t use it. Our goal is to work with all of the companies who care about these things and help them solve their problems for good and for less!

William: How did you decide to focus on Billboards?

John: A little bit of luck honestly. The technology was originally created for sporting venues, hospitals, and traditional pest control clients. We ran into a scenario where one of the major players in the Billboard Industry simply told us, the existing solutions were not working and asked if we could do that for Billboards, We put our engineers on it and about 90 days later we had created a solution for traditional and digital billboards. After that we have picked up quite a few of the other major players and as we talk today, the billboard industry is becoming our largest client. We love it because we are solving costly and ongoing problems for them while helping them create a better brand for themselves.

Tell us about the Flock Off Technology and how it works.

The Flock Off System uses newly discovered science to affect the bird’s physiology, stopping the bird from being able to judge distance and speed while within range of the system.  Very simply, when birds encounter Flock Off, their natural GPS is disrupted, and they CANNOT “see” where to land or how fast they are going.  It creates what we described as “BirdiGo” or humans call vertigo, wherever it is installed.

Why is Flock Off different than what is currently out there?

We are a proprietary technology that was created by scientist and engineers, off of new Scientific discoveries on how the bird travels; we are temporarily disrupting the bird’s ability to navigate. It took the birds thousands of years to evolve that ability; they will never get use to our technology. Other solutions work temporarily and minimize the problem temporarily, but eventually the bird gets accustomed to it. That is not possible with Flock Off and that feedback has been confirmed by an efficacy study done by the University of Arizona, one of the top Entomology Programs in the world. It works immediately and we can prove it!

What types of birds have you had success with?

Flock Off has been effective on ALL birds thus far.  Since they all utilize the same anatomy to get from place to place, they all are affected similarly when encountering the system.  OUTFRONT afforded us a great opportunity to install our system by installing Flock Off on multiple boards, in varied climate environments, to deal with a multitude of different species.  Flock Off has successfully repelled the pigeon, the seagull, the hawk, the osprey, the starling, the dove, the woodpecker and the turkey vulture to name a few.  We’re confidently about to install across multiple structures in Australia against the cockatoo.  We haven’t met a bird we can’t convince to relocate!

Where are you currently installed and how do people learn more about this?

We are all over the world. Over the last 3 months we have installed Flock Off on multiple structures in Las Vegas, NV, Phoenix, AZ, Tucson, AZ, Albuquerque, NM, El Paso, TX, Baltimore, MD, Atlantic City, NJ, Times Square, NY, Minneapolis, MN, St. Louis, MO, Kansas City, MO, and Fargo, ND, with upcoming installations in UT, CO, IN and OH as well!  We also have Flock Off installations in Canada.
